New documentation

I am happy to announce that Marcello has graciously added new documentation to the source code in both the VCF and the VCF Builder. In addition he has made some modifications to the doxygen configuration file to allow for more precise documentation of what event is fired when a particular method is called on class. Given that writing documentation is frequently a thankless job, I'd like to offer Marcello many, many thanks for this!!
